Portland police officer who fatally shot suspect in downtown apartment standoff identified

Portland police reported that an officer shot the man after a neighbor reported that bullets were flying in through the walls of their apartment on Jan. 14.

PORTLAND, Ore. — Portland Police Bureau (PPB) has identified the officer who shot and killed a man following a standoff at a downtown Portland apartment building that lasted several hours and prompted a shelter-in-place order within the building. 

PPB said Joshua Howery remains on administrative leave as the investigation continues. Howery, according to PPB, has worked in the east precinct for 23 years and is a member of the Special Emergency Reaction Team (SERT). PBB previously stated the administrative leave is standard protocol for an officer-involved shooting. 

On Jan. 14, after 12:30 a.m., police were called to 140 Southwest Columbia Street, the address of the Portland Astoria apartments after reports of gunfire from inside an apartment. SERT and Crisis Negotiation Team were later called to the scene on the 8th floor.

Officers found bullet holes in the hallway and heard "voices yelling" inside an apartment, along with more gunshots. The building's residents were ordered to shelter in place, and after a few hours' standoff, officers opened fire into the unit where the gunshots were heard. Officers then found the suspect injured, with an AR-15-style rifle found near his body, PPB said. 

The man who died was identified as Matthew L. Holland, 31, of Portland, according to a Portland Police Bureau (PPB) press release. Holland's cause of death was a gunshot wound, according to the city medical examiner.

No officers were injured, and no other injuries were reported, PPB said at the time.
