LAKE OSWEGO, Ore. — Two people were arrested after Lake Oswego Police Department (LOPD) detectives investigating alleged prostitution at a massage business found evidence of human trafficking.
According to a press release from the city of Lake Oswego, Flora Spa on Boones Ferry Road is part of a multi-state human trafficking operation.
During the investigation, detectives found that the spa and employees involved in the operation were part of a multi-jurisdictional trafficking operation with suspects in multiple states, according to the city of Lake Oswego.
Two suspects, Xiaoping Chen and Lihua Lin Kelsey, have been charged with crimes relating to Flora Spa, including promoting prostitution.
LOPD detectives worked with several other law enforcement agencies and said that sex trafficking networks such as this commonly exploit women from other countries and use front businesses to disguise prostitution.
The city of Lake Oswego said LOPD identified at least 10 women whom they believe to be victims of human sex trafficking lured to work at the spa. LOPD detectives also worked with advocacy groups to provide those victims with needed resources.
