Portland murder suspect had been jailed for past shooting

A man was arrested Wednesday evening and accused of the Sunday murder of Leonard James "LJ" Irving at 82nd and Thompson in Northeast Portland.

PORTLAND -- A man was arrested Wednesday evening and accused of the Sunday murder of Leonard James LJ Irving at 82nd and Thompson in Northeast Portland.

Isaiah Eric Mandley Jr. was taken into custody at an apartment in the 2800 block of NE 138th Avenue in Vancouver with the assistance of a SW Washington and Gresham tactical police, said Portland Police spokesman Sgt. Pete Simpson.

He was booked into the Clark County jail on accusations of attempted murder and murder. He awaits extradition to Oregon.

Officers who arrived at the shooting scene early Sunday morning found Irving, 34, dead and Lamar Lovette Hill, 21, with a gunshot wound to the neck. Jeray Lashawn Jessie later walked into a hospital with a gunshot wound to the arm from the same incident.

Irving's funeral was Thursday and family and friends said he had been turning his life around. They said on the day he was killed, Irving was actually trying to break up a fight and lead his nephew away, when he was shot in the back.

It's gotta stop. I believe that this community needs to show a stronger presence to the youth to try and reach them at some level, said Medina Kurney, a friend of Irving's.

At 23-years old, Mandley has already spent five years behind bars for shooting a girl in the head in 2004. The 14-year-old girl was an unintended victim when Mandley opened fire on a group in Northeast Portland.

Mia McCorvey was temporarily paralyzed after the bullet stopped just half an inch from her brain. She was a member of the Jefferson High School Pep Squad and hoped to dance again someday after surgery and rehab.

Meantime, Mandley was released at the end of 2009 and was on community supervision through the Multnomah County Gang Unit.
