PORTLAND, Ore. -- Francisco J. Rodriguez Dominguez, a 25-year-old member of the DACA program since 2013, was detained by ICE agents without a warrant at his Portland home on Sunday morning, according to the ACLU.
Following public outcry to the detention, Rodriguez Dominguez was released on bond Monday night and reunited with his family, the ACLU said.
“We are relieved that he is home with his family, in the neighborhood he grew up in, and can return to work in service to children and families at the food pantry,” said Carmen Rubio, executive director of the Latino Network.
Protesters held a rally at an ICE office Monday afternoon calling for Rodriguez Dominguez's release.
Rose M. Richeson, a spokeswoman for U.S. Immigration and Customs Enforcement, said Monday that Rodriguez Dominguez was targeted because he pleaded guilty to a misdemeanor DUII in December.
Dominguez entered into a diversion program following the plea. The ACLU reports he completed nearly all the program requirements and attended required court dates and meetings.
KGW News looked at Rodriguez Dominguez's criminal history and confirmed there were no other prior convictions.
Portland Mayor Ted Wheeler said ICE's actions are damaging Portland's social, civic and economic life.
"Far from being a violent criminal, Francisco is a respected member of the community, a student and a volunteer. This arrest does nothing to promote public safety. Instead, actions like this only serve to tear apart our community and needlessly alter the lives of our residents," said Wheeler.
Stephen Manning, a local immigration lawyer who contacted the family, said it was a scary experience for Rodriguez Dominguez's family.
"They didn't know what to do," he said. "(The ICE agents) didn't have a warrant, and were told they couldn't come in, but they wouldn't stop banging on the door."
Originally from Mexico, Rodriguez Dominguez has been in the United States since the age of five and has lived in Portland since that time. He was a student at Glenfair Elementary, H.B. Lee Middle School, Reynolds High School and Mt. Hood Community College.
The ACLU says Rodriguez Dominguez participates in the Deferred Action for Childhood Arrivals (DACA) policy, which grants two years of permission to work and protection from deportation to certain undocumented immigrants who came to the U.S. as children. These immigrants are known as "Dreamers."
Rodriguez Dominguez works at Latino Network and coaches a soccer team at Glenfair Elementary. He is also an active member and volunteer at Holy Cross Episcopal Church.
