99% of Portland schools have high lead levels

High lead levels were found in water sources at all but one of Portland school and high copper levels were found at 73 schools.  

PORTLAND, Ore. – As Portland Public Schools welcomes students back to the classroom for the 2016-17 school year, they will be greeted with dispensed water as all drinking fountains have been shut off due to elevated lead levels.

School officials said they are working on a short-term plan to address other environmental health and safety issues, but they have not finalized a plan yet.

A $750 million school bond, which includes $200 million for health and safety upgrades, will likely appear on the May ballot.

Lead test results from 97 Portland Public Schools buildings were released this summer from a system-wide test that took place in June and July. High lead levels were found in water sources at all but one of the school buildings and high copper levels were found at 73 school buildings.

In one school's sink, lead levels were more than four times higher than the highest level found in Flint, Michigan.

The sink faucet in Room 237 at Grant High School had 57,600 parts per billion of lead to water. To put that in perspective, the Washington Post reports the highest level of lead found in Flint, Michigan was 13,000 ppb.

Pioneer at Holladay Center was the lone school without high lead levels in some water sources, but two kitchen sink faucets had elevated copper levels.

Marshall High, Grant High, Terwilliger Elementary, Chapman Elementary, King Elementary, Meek High and Jefferson High schools all had lead levels in at least one location that were more than 5,000 parts per billion.

Jefferson had 199 locations that tested higher than 15 parts per billion, the EPA's action level. Eight drinking fountains at the school tested higher than 100 ppb.

Marshall High School had 255 locations with high lead levels. Thirty-two sink faucets had lead levels over 100 ppb.

PPS contracted with TRC Environmental Corp to conduct the testing.

The district said it will re-test some of the sources with extremely high lead levels.

High blood lead levels raise concerns

Dozens of Portland public school children and staff have elevated blood lead levels, raising the question of whether high lead levels in Portland school water have contributed to or caused lead poisoning.

More than 1,900 students and staff have been screened for elevated lead levels out of about 56,000 people who attend or work at a Portland public school. Fourteen children and 11 adults had elevated lead levels above the CDC's action level of 5 micrograms of lead per deciliter of blood in kids or 10 micrograms per deciliter in adults.

One additional person tested high for lead out of 587 at-home tests that were processed.

If further tests confirm the lead levels, health officials will work to determine the source of lead poisoning.

Two students who had elevated blood lead levels in June were poisoned by lead in their homes and not school water, according to health officials.

Tests can detect lead in blood for about three months after exposure, according to Multnomah County Health.

While there is no definitive evidence yet linking any Portland schoolchildren to negative health impacts from lead in water, officials have stressed that there is no safe level of lead to drink. Young children are especially susceptible to the long-term health effects from lead poisoning, which include reduced IQ, anemia, kidney damage and brain damage.

Copper poisoning over time can also lead to liver failure, kidney failure and anemia.

Portland's public water is well below the EPA action level for lead, but pipes, lead solder and fixtures in buildings can all leach lead into the water. Copper pipes can leach copper into water.

An investigation found PPS did not install lead-reducing filters at water fountains, in favor of cheaper filters.

PPS said it will provide bottled and dispensed water to all students through the 2016-17 school year, costing around $1 million.

The last time PPS conducted a system-wide test for lead was in 2001. PPS encourages students and staff to get tested for lead.
