Here are the City of Portland employees who were paid the most in 2019

PORTLAND, Ore. — Last year, 2,210 City of Portland employees received six-figure incomes, when regular pay, overtime and other earnings were all tallied.

Portland Police had by far the most six-figure earners — 726 receiving a combined $97.2 million last year. However, only some of the highest-paid police bureau employees are included among the top 50 highest-paid employees in our gallery because the city redacted the names of 451 of them in response to a Business Journal public records request: "Employees have claimed the following exemption to disclosure: ORS 192.368 personal safety and ORS 181A.825(02) information regarding employee-assigned undercover investigative duties."

Thus, unnamed police officers would have bumped 16 employees out of the top 50 if their names were revealed. Some of the highest-paid police employees earned a lot of overtime, a category that is likely even more substantial for 2020. Last year, it accounted for about 12 percent of six-figure earnings.

The bureau with the next-highest number of six-figure employees was Fire & Rescue with 467 who earned a combined $60.2 million. An even larger share of their pay, 18 percent, was overtime.

Other city bureaus with more than 100 six-figure incomes were Environmental Services (175), Transportation (174), Office of Management and Finance - Bureau of Technology Services (137), Water (132) and Development Services (111).
