Pooping bandit soiling SE Portland neighborhood

Several people in Southeast Portland's Ladd's Addition neighborhood said they have found piles of human feces in their yards and near their homes over the last week.

PORTLAND, Ore. -- Several people in Southeast Portland’s Ladd’s Addition neighborhood said they have found piles of human feces in their yards and near their homes over the last week.

"On Sunday, we found a huge pile against the garage door,” said Jo Ann Wadkins. “My husband and I cleaned it up. We felt violated, it was very upsetting."

Other neighbors, who wanted to remain anonymous, showed KGW where they’d found piles of poop in their yards. Some neighbors believed the person responsible was a man they dubbed the “Water Bandit,” last summer.

That person trespassed onto their properties late at night, turned on outdoor faucets and often flooded their basements using garden hoses.

“We did stay up for a few nights in a row until we finally caught him,” said neighbor Bill Welch.

Welch was referring to Moyhijah Widger-Chongo, whom police arrested in August. Several neighbors said they’d also witnessed Widger-Chongo of defecating in their yards.

“It's an unsanitary thing, it's just gross,” said Welch.

Neighbors have not seen the person who has been pooping in their yards most recently, so they can't be sure it was Widger-Chongo.

According to court records, Widger-Chongo’s case was still pending and also showed he had missed several court dates.

Neighbors said no matter who was responsible, they hoped the pooping on their properties, would stop.

“I just want the police to be aware,” said Wadkins. “More and more I'm starting to feel less safe in my own yard and my own property.”
