Officials call for Wapato Jail to be used as temporary homeless shelter
An old idea to house homeless people in Portland is resurfacing. Wapato Jail property owner Jordan Schnitzer and former county commissioner Loretta Smith want the jail to be used as a temporary shelter for the homeless.
