PORTLAND – Surveillance video released by Portland police Monday showed the moments before a deadly officer-involved shooting in Portland last month.
Billy Wayne Simms, 28, died after an officer opened fire on his car, which crashed into a North Portland apartment on July 28, according to Lt. Robert King of the Portland Police Bureau.
No angle showed the incident fully or in its entirety.
Simms was attempting to elude officers after allegedly firing a gun at a car with five occupants inside, police said. Investigators processing the scene after the crash found a handgun in the car, King said.
Police said Simms was suspected of menacing with a gun at a Southeast Portland home just before the alleged shooting incident.
He was also tied to the robbery of a medical marijuana grow in the 10400 block of Southeast Division on July 23.
The officer involved in the shooting was identified as 10-year veteran Justin Clary. He was placed on administrative leave during the investigation.
Simms was also suspected of trying to use counterfeit money at a Southwest Portland McDonald's restaurant on July 20.
