This 1962 KGW television documentary illustrates the dilemma faced by the State of Oregon regarding the growing threat of pollution and its connection the general welfare of the state. Lauded at the time,  the documentary galvanized Oregonians to take proactive steps to curb pollution from municipal sources as well as pollution from industrial production. The focus was primarily the Willamette River, but as KGW reporter Tom McCall, who would later become Governor of the State, presented the documentary, it became clear he intended to launch the issue to the forefront of State politics and policy.
