PORTLAND, Ore. -- The 103rd Portland Rose Festival begins Friday and weather has played a big role in each of the last two years.

2008 saw cold wet days with highs in the 50s.  Last year was better, before severe thunderstorms forced the closing of the Waterfront Village.

Less than sunny and warm days can drop attendance by 40 percent. 

Organizers dismiss ideas of holding the event later in the summer season.  Tradition and the need for high school marching bands will likely keep the festival as the start of Portland's summer season. 

Organizers pointed out it would be impossible to gather the marching bands once the school years comes to an end.  There are signs of warmer days over the next two weeks.
