Bill Furman, the CEO of Lake Oswego-based Greenbrier, sent a scathing letter to Portland Mayor Sam Adams and city commissioners, saying Portland's River Plan would put thousands of jobs at risk at a time when the downtown core is already losing businesses like Saks Fifth Avenue.
