PORTLAND Portland could soon fine people up to $150 for not having their dogs on leashes in required areas.

City Council had a first reading of the matter Wednesday.

City code currently requires dogs to be on leash except in designated areas, and for owners to scoop up after dogs in all Portland parks and natural areas, Mark Ross with Portland Parks and Recreation said.

The proposed code change before the City Council Wednesday would remove exclusions and criminal charges, in favor of a civil penalty in the form of a fine. Ross said a violation ticket could result in a $150 fine.

The council heard comments from people on Wednesday and it was also suggested officials levy fines on a sliding scale. A vote was expected next Wednesday.

Currently, rangers can only give dog owners a warning.

Ross says off-leash dogs and failing to clean up after dogs are the biggest complaints by park users.
