PORTLAND The Oregon Department of Education has released its annual school report card, which this year lists more than 500 schools as below average.

The report card helps parents understand whether their children are getting the best education possible, by showing how their schools stack up against other in the city and the state.

For example, Rosa Parks Elementary School in North Portland is in the bottom five percent statewide, according to the new report. Specifically the school performed poorly when it came to student growth on test scores.

Rosa Parks and 53 other schools are considered Level 1 schools, meaning they are the worst-performing schools and are in need of the most attention.

More than 100 schools are Level 2, meaning they are in need of serious improvement.

About 350 schools are at Level 3, performing below average, and there are about 550 Level 4 schools, which are considered the average performers.

The high achievers, 114 schools, performed in the top 10 percent statewide. That diverse group includes suburban high schools as well as grade schools dealing with major poverty.

Among the state s Top 40 schools, Beaverton has 15, Portland has 10, West Linn-Wilsonville has five, Sherwood and Lake Oswego have four each, and Oregon City and Gresham-Barlow have one each.
