BEND, Ore. (AP) - A Bend police lieutenant who served as public information officer has resigned after an investigation determined he had sex contact with three city employees and a journalist.

The Bend Bulletin reported Tuesday that investigative documents say some encounters occurred when Lt. Chris Carney was on duty and in uniform, and some occurred in a department restroom, his office, a storage area and a marked police vehicle on secluded streets.

KTVZ obtained a copy of the 70-page investigative report.

None of the women were named. The document describes the journalist as someone who dealt with Carney about stories. Carney was placed on paid administrative leave on Oct. 31.

He had been the subject of two previous investigations. One about having sex on duty resulted in a reprimand in his personnel file. A complaint about unwanted sexual contact was dropped.
