PORTLAND The state investigation into the Jeff Cogen scandal has begun, according to the Department of Justice.

The special agent investigating the Multnomah County chair was set to begin meeting with county commissioners this week as part of the criminal investigation. The questions surround Cogen s two-year affair with Sonia Manhas, the director of policy and planning for the county health department.

The department of justice also wants to talk with Cogen, but investigators said he has not responded to their requests yet.

KGW also learned that Cogen has scheduled an appointment to talk with Commissioner Loretta Smith.

Smith and other commissioners will meet with the county's chief operating officer and the director of the health department to address the fallout from Cogen's affair.
