PORTLAND -- Oregon Governor John Kitzhaber and Portland Mayor Charlie Hales have ordered all flags lowered to half-staff in state and municipal buildings, respectively.

The orders were issued after two bombs exploded Monday near the finish line of the Boston Marathon. At least three people were killed in the blasts and nearly 200 were reported injured as of Tuesday afternoon.

Kitzhaber and Hales said Tuesday that flags at public institutions statewide would be flown at half-staff until sunset on Saturday to honor the victims.

Our thoughts are with the victims, their families, and the people of Boston, Kitzhaber said. The Boston Marathon draws participants and spectators from around the world, including hundreds of Oregonians, and we thank those who responded quickly and heroically to help those in need.

Sorrow is everyone s first reaction to such a horrible event, said Hales. But sorrow also is mixed with admiration for Boston s first responders, for the hospital staffs, and for the residents of Boston, participants in the marathon, and for onlookers, who reacted with speed and courage.

He added, People in Boston showed us the best of humanity this week, and let that be the message we take away from this tragedy.
