PORTLAND A former Portland city commissioner announced he will run for the Multnomah County chair position left open when Jeff Cogen resigned last month.

Jim Francesconi filed the paperwork Monday to officially declare his candidacy.

In an email, Francesconi said he knows how to shake up a bureaucracy and he intends to do so if elected.

Cogen resigned in September after admitting to an extra-marital affair with a co-worker, who also resigned.
