PORTLAND -- Portland police have arrested three teen girls, along with the mother of two of them, on accusations involving the beating of a 14-year-old girl on a MAX train. The attack was posted briefly on YouTube.

TriMet announced Friday afternoon that they were stepping up security on the transit system due to several incidents of violence in addition to the MAX attack.

Rakeshia Shamone Burns, 18, her 16-year-old half-sister, and a 13-year-old who is the half-sister of the 16-year-old, were accused of third-degree riot, second-degree disorderly conduct, harassment, and interfering with public transportation.

Selena Estelle Harris, the mother of Burns and the 16-year-old half-sister, was accused of two counts of hindering prosecution.

Harris was ordered held on $40,000 bail in court Friday.

Portland Police Bureau spokesman Sgt. Pete Simpson said investigators believe she lied about where her daughters had been, and hid them from police. Harris is pictured left, and daughter Burns, right.

The victim's mother told KGW I'm definitely glad that the people involved will be held accountable for what they did, and I hope they learned their lesson, and it makes us relieved.

Shot by a bystander, the video of the Dec. 26 attack showed three girls slapping and punching a Centennial school district student, who was on her way home from a shopping trip. YouTube later removed the video, citing a policy that forbids hate speech.

The victim told KGW the attack occurred on December 26 on a Green Line train. She was on her way home from the Clackamas Town Center and said she did not personally know the attackers.

I'm sitting there and they were all being rowdy to begin with, the victim said.

She tried to avoid eye contact, listening to music with her earbuds, eventually removing them to try and have a conversation with the teens yelling at her. She continued to try and avoid a confrontation.

The victim claimed one of the teens said, white girl has an attitude, don't disrespect my sister, don't roll your eyes.

The victim said her friend tried to intervene in the attack, including dealing with a number of other teens on the train who had been yelling about the fight that was about to start.

Rashay Burns, sister of the arrested teens, said she was not on the train, but was told that the victim stood up to challenge the 13-year-old about a comment she had made about a boyfriend. From there, the situation escalated, she told KGW.

No one else in the video of the crowded MAX train appears to try and help. Simpson earlier told KGW that only one call was made to 911 about the attack.

TriMet security video of the attack was corrupted and could not be retrieved, the agency said.

Selena Harris is the mother of Andre Dupree Payton, who was gunned down in September of 2010 in Old Town. Rakeshia Burns is his sister. Payton went down in a hail of gunfire in front of many witnesses who reported as many as 40 shots fired near NW 2nd and Couch.
