PORTLAND High winds and and rain replaced overnight snow early Wednesday morning and downed trees took out power lines in many areas.
Tens of thousands of customers were without power Wednesday. The outages stretched from Vancouver and Longview to Sandy, Welches and throughout the Portland Metro area.
