PORTLAND – The Portland teachers union filed an unfair labor practices complaint with the state Tuesday, accusing the district of bullying substitutes.

Portland School District leaders said they have simply reminded substitutes that their contract states they must work if the current teachers strike.

The district also said it has been recruiting substitutes across Oregon, in an effort to keep schools open in if there is a strike.

If teachers vote to go on strike, they must give the district 10 days notice before they walk off the job.
