TUALATIN, Ore. A Tualatin man accused of groping at least three women faced several charges in court Tuesday.
The alleged attacks occurred at the Avalon Park Apartments in Tigard and at Atfalati Park in Tualatin and involved three different woman. Police think there may be more victims.
Ian Billow, 28, pleaded not guilty Tuesday to multiple counts of sex abuse and harassment.
In the first alleged attack, a sales associate told police a man who identified himself as J. Billow requested apartment tours. On two of those tours, he got into a golf cart and placed his hand on the seat as the woman sat down, police said.
The victim would sit on his hand then he would apologize and play it off as an accident, explained Sgt. Bob Ray with the Washington County Sheriff s Office.
Also, during another apartment tour, Billow pretended to trip and fell face-first onto a sales associate s buttocks, lingering there for a few seconds, according to Ray.
For it to happen here so close to home is very upsetting and my heart goes out to the women in the office here, said apartment resident Lacy Shelton.
The other alleged groping incident took place in the park at 6898 SW Wampanoag Drive. The victim said a man who matched Billow s description tried to grab her buttocks as she jogged by.
Police responded and arrested Billow. He was being held on $15,000 bail.
KGWhas learned that Billow was also arrested in 2008 for harassing an apartment manager.
Deputies suspect Mr. Billow has acted inappropriately with other victims and would like to hear from anyone who may have information regarding these potential Crimes, Ray added. He urged anyone with information to call investigators at 503-629-0111.
