HILLSBORO, Ore. -- Hillsboro police arrested a 70-year-old registered sex offender accused of inappropriately touching children in three Oregon cities.
Douglas Wayne Sokell has been lodged in the Washington County Jail on sex abuse charges.
Police say Sokell is accused of molesting a 9-year-old girl at the Fred Meyer store in The Dalles and a 9-year-old girl at Hillsboro Library.
Sokell also has pending first-degree sex abuse charges in Lincoln County, where Sokell allegedly tried to fondle a 7-year-old girl at the Newport Library in June.
The Hillsboro incident occurred in 2011. Police say he returned to the library in August and walked around the children's section without touching anyone.
However, they say his mere presence in a place where children congregate is a violation because he's a registered sex offender.
