PORTLAND The Portland Public Schools 2013-2014 budget proposal was released Monday, and it suggests adding 66 staff positions in the district.

At $487 million, the funding level is relatively stable, but the budget would not be enough to build back cut programs and class sizes.

Superintendent Carole Smith said state support for K-12 schools will halt years of reductions and supporting targeted investments in student achievement gains.

Meanwhile federal funding to Portland schools will be cut by about $2.5 million, due to sequestration and formula cuts.
