SALEM -- Oregon lawmakers have commissioned a Portland State University research center to figure out how taxing carbon would affect Oregonians and their factories and businesses.

The study follows a regional agreement on climate change signed by Gov. John Kitzhaber and leaders of California, Washington and British Columbia.

The Oregon study is due in November, so action on it wouldn't come until the 2015 legislative session.

The Salem Statesman Journal reports the state has hired the Northwest Economic Research Centerfor the study. It's led by former state economist Tom Potiowsky.

Kitzhaber promised that Oregon would put a price on carbon emissions. The questions now are how to impose a fee or tax and how to mitigate the impacts that would have on various economic and geographic segments of the state.
