SALEM, Ore. -- Oregon Gov. John Kitzhaber has signed five bills that the state Legislature approved during last week's special session.

The measures signed Tuesday would cut public-employee pensions, make changes to the tax code and prohibit city and county laws regulating genetically modified crops.

Kitzhaber says the measures will allow for increased spending on public education while lowering long-term retirement costs for state and local governments.
