PORTLAND -- Vandals dumped soap into downtown Portland's Keller Fountain, turning it into mountains of foam and bubbles.
The Portland Water Bureau plans to drain the 48,000 gallons of suds. The cleanup and refill costs could hit $1,000, officials said.

The fountain was designed by noted San Francisco architect Lawrence Halprin and completed in 1970.
Though now rare, the Keller has been the target of such pranks before.
In a more Bohemian Portland of the 1970s, the Keller drew free spirits who enjoyed its waterfalls and pools. Traditionalist Portlanders called the Keller a hippie bath.
