PORTLAND -- A man who authorities said was known to expose himself to young children tried to escape arrest by running from sheriff s deputies and KGW was there, in an exclusive investigative report.

The foot pursuit started Tuesday morning on North Kilpatrick Street in Portland, and ended about two blocks away with suspect Kelly Nickolsen in handcuffs in front of Peninsula School.

We really appreciate the police being active, the probation officers being active. But, the problem is, this person is going to be let out very quickly because of jail overcrowding. Were hoping that justice will be swift and that he will get what he needs, one neighbor told KGW Wednesday.

Deputies said the 37-year-old was on probation for public indecency.

After failing to show up for court or check in with his parole officer, a warrant was issued for his arrest, investigators said.

Several neighbors told KGW they had alerted police about Nickolsen after seeing him do disturbing things in their community - including near a local elementary school.

When your exercise pants are down to your knees, your legs are spread three feet apart facing the street, its pretty obvious, one neighbor, who asked not to be identified, told KGW.

Detective Todd Shanks said finding the suspect was a top priority, Being around a school and being around neighborhood children, that s just a bad deal.

When Shanks and other members of the Multnomah County Warrant Strike Team went to Nickolsen s last known address Tuesday, they spotted him in the backyard, prompting the chase.

When questioned by KGWTuesday, Nickolsen denied the public indecency allegations.

I was not doing that, Nickolsen said. That s a damn lie.

When asked what he was doing, Nickolsen replied, I was sitting in between my car and my garage and I was picking on my legs and stuff. That s what I was doing.

Nickolsen was booked into the Multnomah County Jail and appeared in court on a failure to appear charge Wednesday morning. His bail was set at $20,000.

He has a lengthy criminal record, including arrests for burglary, escape and assault.
