TURNER -- Oregon Governor John Kitzhaber surveyed the flood damage in Turner Friday, as rising creeks flooded much of the city and forced evacuations throughout Marion and Linn counties.

Schools in the Cascade District No. 5 serving Turner and Aumsville were closed Friday, as well as schools in Scio and Jefferson districts.

Marion County dispatched deputies and work crews, along with five boats from the sheriff's office and one from Salem Fire to assist in Turner, according to Don Thomson with MCSO.

Residents said they had little time to get out.

I'm really scared, I just keep watching it get closer and closer, Kim Scuito told KGW during the evacuations. I want to stay, but I've got pets and kids.

You know I just got the animals out, that stuff can be replaced, said Mike Yann. That's the way I looked at it, my wife and kids are out, so they're safe.

The main roads in and out of town were also closed, due to high water.

A fire station in Turner was surrounded by water Thursday morning as sandbags were being handed out in the town's post office parking lot.

In Scio, city manager Ginger Griffith said the water was pouring down Main Street and we need to get people out.

She said about 870 people live in Scio, which is east of Albany, and about three-quarters of them were expected to leave. Residents were notified by an automated dialing system, and a church was designated as a refuge.

She said the water was coming from Thomas Creek, which flows out of the Cascade Range toward the Willamette River.

Late Thursday afternoon, governor Kitzhaber declared a state of emergency for Marion, Coos, Benton, and Lincoln Counties.
