WOODBURN, Ore. -- A Woodburn man was arrested for ripping a gold necklace off of a 2-year-old boy's neck, police said.

The child's mother told police her son was standing outside of a store in the 1500 block of North Pacific Highway when it happened, said City of Woodburn spokesman Jason Horton.

The mother realized the necklace was gone after she saw her son was crying and rubbing an abrasion on his neck, Horton said.

Witnesses saw a man running away from the scene and workers at neighboring businesses were able to tell investigators who the man was.

Police found 26-year-old Jose Andres Garcia at his home and arrested him in connection with the theft. He was jailed on robbery and assault charges.
