June 8, 2011 -- The U.S. Justice Department said it wouldn't prosecute Portland officers for violating the civil rights of Aaron Campbell, who was fatally shot in the back. The DOJ said there wasn't enough evidence to prove the officers intended to do something illegal. http://bit.ly/U9LMqG
