Parolee captured in SE Portland Fred Meyer

PORTLAND -- Some people were evacuated from a Southeast Portland Fred Meyer store while police chased a fugitive inside Wednesday afternoon.

Officers spotted 25-year-old Brandon Duane Carter at about 5 p.m. near Southeast Hawthorne and Cesar E. Chavez boulevards, according to Portland police Sgt. Pete Simpson said.

"Officers knew Carter to have an outstanding parole violation warrant and had unconfirmed information that he may be armed with a handgun," Simpson said.

Carter ran away from police and into the store, where loss prevention officers helped secure the store and conducted some limited evacuations, Simpson said.

Carter tried to flee through a door leading to the upper parking lot. But after seeing officers outside, he ran back inside and was captured, Simpson said.

No firearm was located. Carter was jailed on the parole violation warrant.
