PORTLAND -- An alert neighbor spotted a big tire being dumped into a discreet area of Southwest Portland's Gabriel Park last week.
City parks department crews arrived and made a startling discovery.
A total of 17 large truck tires were pulled from a wetland area, some still mounted on wheels.
