Authorities said around 1:50 p.m. Hickey, armed with two guns, shot another man in the Silver Spur RV Park at 12622 Silverton Road N. Arriving officers then exchanged fire with the gunman.
Victim Nicholas Lee Fisher, 32, was recovering from unspecified gunshot wounds.
The owner of the RV park told KGW he had warned police several days earlier of the gunman's unwanted, erratic behavior, including threats with guns. He had been evicted earlier from the park.
The suspect reportedly had a handgun and a rifle. Video from Sky8 shows a rifle on the ground near a picnic table after the gunfight.
"I heard shots fired at two different times and at two different locations," said witness Tim Hughes. He first heard three shots, then witnessed the shootout with police.
Officers involved were 34-year-old Marion County Deputy Ryan Postlewait and Oregon State Police Troopers Nick Rhoades, 30, and James Andrews, 33.
"He was firing at the police and the police did everything they could," Hughes said. "You could hear them yelling, 'Put the weapon down,' and he didn't listen. I watched him get shot multiple times. His hands went up. He flew over backwards. He was on the ground. Until the end he was trying to grab a weapon."
No officers were hurt.
Roads around the shooting scene were closed during the investigation.
