The truck driver was taken to a local hospital but no one else was injured, authorities said. His name and further details about his condition have not been released.
Crews with the Oregon Department of Transportation were on the scene. They said the exit ramp would likely remain closed at least until 6:30 p.m.
Witnesses said the truck was going the same speed as other vehicles on the ramp when it tipped over. They said it looked like there may have been some sort of mechanical failure.
Hazmat crews were also on the scene, working to clean up oil and fluids on the roadway.
The truck was hauling a load of corn starch.
