PORTLAND -- Multnomah County documents show Chair Jeff Cogen used a last-minute cash infusion to save the office run by the woman with whom he was having an affair.

That $225,000 budget addition went straight to the health department's office of policy and planning, which was run by Sonia Manhas.

The original allotment in a draft budget was for $112,600, as first reported by Willamette Week.

Cogen has maintained that the affair has not involved abuse of county money nor his power as county chair. He refused to resign last week though all four commissioners had called for him to step down.

The state Department of Justice is conducting an investigation into whether Cogen committed any criminal wrongdoing. Multnomah County also is investigating whether Cogen broke any rules.
