 PORTLAND, Ore. (AP) -- Oregon State Police troopers cited nearly twice as many drivers in February for violating the new ban on most cell phones compared to the first month the law was in effect in January.
   Troopers issued 72 citations in February after writing 41 tickets in January.
   With some exceptions, it is unlawful in Oregon for a driver to use a cell phone without using a handsfree accessory while operating a motor vehicle.
   Violation of the cell phone law is a primary offense, meaning that a police officer may stop a driver solely for observing the violation. The minimum fine is $142.
