PORTLAND, Ore. -- A storm warning remained in effect through Friday morning as winds and rain began moving into the Northwest.
Portions of Hwy 101 were reopened Thursday but residents wondered when the rain would end.
The National Weather Service said residents could expect high winds, though not as severe as those earlier in the week.
"Now we're already seeing the next system developing, and will feel another round of wind and rain on Thursday," said Allard. "We still have High Wind Warnings in effect at the coast for sustained winds of 30-45 mph with gusts around 70+ mph. Those winds will stay windy Thursday morning, but really pick up again in the afternoon, then peak Thursday night between 5 and 10 p.m."

Along with the wind will be at least 2-6 inches of rain and and high surf.
"The coast will keep rain all day Thursday, which is why we have a Flood Watch at the coast, the Willapa Hills and the Coast Range. We may see a couple of inches of rainfall there Thursday, and more Friday," Allard said.
The NWS also issued a Dangerous Debris Flow and Landslide Warning as part of the Flood Watch for the Coast Range. Authorities said debris flows are dangerous, rapidly moving landslides and steep slopes, canyons, gorges and the mouths of streams are at the greatest risk, which includes areas along roadways.
Thursday morning, the Oregon Department of Transportation closed US 101 south of Seaside to cars and minivans, due to high water. Officials said it was a partial closure and would likely turn into a full closure later, as flood water continued to rise. A detour takes travelers along Oregon 202 to Oregon 103 and U.S. 26.
Businesses and neighbors were advised to secure property and prepare low areas that typically flood. Everyone was also warned to stay off the beach during the storm.
Allard Friday will be very wet, even inland. "The rainfall stalled along the coast will push in, and give us a very heavy dose of rain for the morning hours. Winds will calm down a little, but it will still be breezy to windy, especially midday when brief area of strong winds moves through," he said.
As for the weekend, Allard said Saturday will be rainy, then we'll see showers for Sunday and Monday before two potentially dry days on Tuesday and Wednesday.
