Andrew McNerthney, 27, of Milwaukie told Clackamas County sheriff's deputies that his front wheels rolled over an edge at the bottom of the paved ramp about 2:10 p.m.
The pickup was stuck. He let go of the emergency brake to try and back the truck up the ramp. Instead it rolled all the way into the water, said Sgt. Adam Phillips with the Clackamas County Sheriff's Office.
McNerthney and passenger Jason Carter, 32, of Gladstone, were able to get out of the truck.
A marine unit and a dive team responded to the mishap. A cable was attached and the truck was pulled from the water about 3:30 p.m.
McNerthney was cited for careless driving.
