PORTLAND – Multnomah County turned over hundreds of emails between chairman Jeff Cogen and Sonia Manhas Friday morning.
Cogen admitted to having a extramarital affair with Manhas, which has prompted an investigation by the Multnomah County Attorney’s Office.
The emails continue to raise questions about whether Cogen used his position to get Manhas a promotion.
The correspondences are largely professional in nature, talking about issues related to the Multnomah County Health Department, but they also include some flirtatious banter.
KGW spent Friday afternoon reading all 687 pages of emails, along with various other documents obtained through a public records request.
The files show that Cogen emailed Manhas almost daily. Records show Manhas listed Cogen as a reference on her job application and the emails show when the job was posted, Manhas emailed Cogen "FYI."
He responded with a :), otherwise known as an emoticon smiley face. Those smiley faces are all over the emails between Cogen and Manhas, with most correspondences containing at least one.
After Manhas was named the Multnomah County Health Department's Planning and Policy director, Cogen emailed, "That Sonia woman sounds great!"
County policy clearly prohibits anyone involved in intimate relations from participating or influencing the hiring process. A human resources expert said the records will be important, along with interviews of those involved.
The emails also contained evidence of personal interactions, including plans to attend a Rush concert, luncheons and even talks about babysitting duties involving children of both Cogen and Manhas.
