VANCOUVER -- Two separate CenturyLink issues caused 911 service outages throughout much of the Northwest Thursday morning.

The problem began with an equipment failure at about 1:30 a.m. in Sheridan, Oregon, and a small part of the state was affected for a few hours, said CenturyLink spokeswoman Kerry Zimmer.

In Washington, a separate issue about a half-hour later caused an outage that lasted much longer. Service was mostly restored just before 7 a.m. Zimmer said the outage affected 911 dispatch centers throughout the state.

Just before 10 a.m., Mark Stewart of the Washington emergency operations center said service had been fully restored, but "sporadic call routing difficulties may still occur."

Anna Pendergrass, head of Clark Regional Emergency Services, said the Washington issue was caused by a faulty network card in the system. When CenturyLink went to replace it, the system crashed.

Pendergrass said there have been outages in the past but none lasting this long. She said she would be asking state officials later Thursday why no backup system kicked into place.
