PORTLAND, Ore. (AP) -- The Portland city auditor plans to hire an expert to review the way the Portland Police Bureau handled the internal investigation of the death of a mentally ill man in police custody.
??City Auditor LaVonne Griffin-Valade said the expert will try to determine why it took nearly three years to complete the investigation into the 2006 death of James Chasse, who suffered from schizophrenia.
??The auditor says it's her job to ensure an independent review of the police investigation and to comment on improvements made by Portland police since 2006.
??The 42-year-old Chasse died after officers broke his ribs during an arrest, including some that punctured a lung and caused internal bleeding.
??Officers said they stopped Chasse because he urinated in public and believed he was on drugs.
