Portland man arrested for police assault at shooting protest

PORTLAND, Ore. -- Two anti-police demonstrations have occurred since a man was fatally shot by Portland Police on Monday, resulting in the arrest of a 26-year-old Portland man.

Joel David Dow allegedly threw a bicycle at a police officer on motorcycle during a Tuesday night protest that was organized in Southeast Portland.

Police arrested Dow. According to the police report, Dow was charged with assault in the second degree and assaulting a public safety officer; he also was charged with reckless endangering and disorderly conduct. The police report alleged that the officer was injured.

Earlier reports and eyewitnesses indicated the officer was not hurt.

About 35 protesters had converged to protest. One person who was attending said they were "just regular people, outraged over police violence."

Shortly after news broke Monday that police had shot and killed someone outside Portland's Hoyt Arboretum, a small but vocal group gathered at the Police Bureau Traffic Division to demonstrate.

People in the crowd yelled "cops are murderers" and chanted the names of other people who have died at the hands of police, including Aaron Campbell.

Protesters told KGW Monday night that they felt compelled to react.

"There was a call that went out for people to assemble because we heard about another incident of police brutality in our city and we're really upset," one protester told KGW.

The U.S. Justice Department is conducting a civil rights investigation into the Jan. 29 fatal shooting of Campbell, who was not armed at the time. Campbell's brother died the same day, of an ongoing illness and family members said Campbell had been severely depressed over the loss of his loved one.
