EUGENE, Ore -- Law enforcement in Eugene is putting a new twist on drivers suspected of impaired driving over the Fourth of July weekend.

Police are concerned about the number of drivers who refuse breath tests in an apparent attempt to avoid or reduce the sanctions they could face if convicted.

The Register-Guard reports police are countering with a "no refusal" program.

Spokesman John Hankemeier says they will quickly obtain a warrant to draw a blood sample at a jail or medical facility.

A dozen Eugene officers, two prosecutors, a blood-draw technician and an on-call judge will take part in the "no refusal Fourth of July."
