SANDY, Ore. -- The charges against a driver who allegedly struck a pedestrian in Sandy earlier this month have been upgraded to felony manslaughter since the victim died.

Michael Topliff, 41, was hit by a Ford Mustang headed north on Beers Avenue, according to investigators.  He was rushed to a Portland hospital, where he later died.

The driver of the Mustang fled the scene in the car but then returned on foot.  He was identified by police as Philip Krogstad, 32, of Sandy.

Krogstad's car was found at his apartment complex, just a block from the crash scene.  Police said his blood-alcohol content was .14, nearly twice the legal limit.  He faces DUII charges in addition to manslaughter.

A trail has been set to begin on March 13.
