There were four people reported aboard the Ash, a 43-foot boat from Port Orford.
The commercial vessel's crew included the owner, 44-year-old Robert James Ashdown of Port Orford.
Witnesses said the fishing boat was attempting to head out to sea across the river bar when it ran into high waves and capsized late Saturday afternoon.
An empty life raft was recovered near the river's entrance, along with survival suits and debris.
The names of the other crew members have not been released.
