ASTORIA, Ore. (AP) -- Clatsop County officials hope to be better prepared for disaster along the north Oregon Coast with a new and expanded emergency plan.
"This is more comprehensive -- it lays out anything and everything," Sheriff Tom Bergin said. "It says point by point what to do during any kind of emergency."

Signs like this one would lead Oregonians along an evacuation route if a tsunami hit the coast.
The plan spells out in detail the procedures the county will follow responding to and coordinating services in the event of a variety of natural or manmade events, from fires and power outages to major earthquakes and even terrorist attacks.
Two new features are detailed plans dealing specifically with the response to an earthquake, including an offshore "subduction zone" quake that scientists believe is likely to eventually strike the Pacific Northwest, and a tsunami the earthquake could generate.
Separate sections detail plans for communications, transportation, health and medical services, rescue, fire control, shelters, utilities, law enforcement, and even "debris management."
The county's emergency manager, Gene Strong, said the county worked two years on the update.
