BRISBANE, Australia -- An Australia court issued warrants Wednesday for the arrest of an Oregon-based surgeon on three charges of manslaughter.

Dr. Jayant Patel, of Portland, also faces five charges of causing grievous bodily harm to patients at an Australian public hospital.

A government inquiry found that Patel may have contributed directly to 13 deaths due to an "unacceptable level of care" at Bundaberg Base Hospital. The India-trained surgeon was director of surgery there in 2003-05.

Authorities say the patients died as a result of his surgical errors in Bundaberg. The Australian media has dubbed Patel "Dr. Death."

A phone message left at Patel's Portland home was not immediately returned Tuesday. He has repeatedly refused to comment on the allegations.

Patel, born in India and now a U.S. citizen, left Australia in April and lives in Portland, Ore. Patel was hired at Bundaberg without disclosing that he had been disciplined for negligence by medical boards in Oregon and New York, according to Australian authorities.

In July, the Oregon Board of Medical Examiners unanimously approved an agreement with Patel that his medical license will remain suspended until the "criminal and administrative process against him in Australia is complete," with all penalties and conditions satisfied.

The agreement effectively bars Patel from applying for a medical license anywhere in the U.S.
