Portland could face leaf tax to fund collection

PORTLAND, Ore. -- Would you pay a tax to have the city clean up all the soggy leaves?
Mayor-elect Sam Adams hinted that he may be open to a leaf tax after a resident complained to the city council.
Apparently some Portlanders are taking unfair advantage of the city’s leaf removal program. While some residents pay to recycle leaves, others are simply piling their yard debris on street corners for the city to pick up.
The incoming mayor said he plans to ask commissioners to consider “leaf districts,” which would be similar to local improvement districts responsible for street and sidewalk repairs, according to the Oregonian.
Residents living in leafy neighborhoods would be charged a fee for the city to collect leaves raked into streets.City officials say the leaf removal program helps maintain clean, safe roads for autos, bikes and pedestrians. It also helps reduce flooding.
City residents aren’t supposed to rake leaves from their yard into the street, but that appears to be exactly what some are doing.

Reaction to the potential tax from local residents has been mixed.
"You know, I wouldn't want it, we've got one of the highest tax rates in Oregon, in the country," said Andrew Ekroth, a Laurelhurst resident.
But John Deguzman supports the idea.
"I wouldn't be resentful to have a tax, no, not really," he said.
Leaf depots are available around Portland where residents can dump their autumn bounty. The depots are open until Dec. 15.
