FBI increases reward in eco-terror case

11:36 AM PST on Thursday, November 20, 2008

By DAVID KROUGH, kgw Staff

PORTLAND, Ore. -- The FBI has pumped up the reward for members of what agents called the cell of a family dedicated to acts of eco-terrorism.

Agents on Wednesday offered $50,000 each for information leading to the arrest of Joseph Dibee, Josephine Overaker, Rebecca Rubin, and Justin Solondz as a part of “Operation Backfire.”

The four fugitives are suspected of committing crimes in Oregon and other western states in the name of the Animal Liberation and Earth Liberation fronts in the decade leading up to 2001, including arson, property destruction and animal releases.

Agents now think the four are living abroad.

So far, the FBI said they’ve sentenced 15 people and tracked 40 crimes, including the torching of a Vail, Colorado ski resort in 1998 as a part of the operation.

“These individuals are terrorists regardless of their political or social message, their actions were criminal and violated federal laws,” FBI Executive Assistant Director Arthur M. Cummings said. “The FBI has remained steadfast in the search for these individuals and is making every effort to locate these fugitives and bring them to justice.”

Agents said Dibee was indicted in 2006 on charges of arson, conspiracy, and animal enterprise terrorism and believed to be living in Syria.

Overaker was indicted in 2004 partly for her involvement with the 1998 Vail arson. She is believed to have spent time in Germany and may have settled in Spain.

Canadian citizen Rubin was indicted in 2006 for the Vail arson and other domestic terrorist crimes, she may be living in Canada.

Solondz was out of the country when he was indicted in 2006 on charges that include arson, conspiracy, and animal enterprise terrorism. Solondz has traveled in Russia, China, and India, the FBI said.
